Why doesn't Hamas or Egypt want international/UN monitors on their territory to protect the peace?

Apparently this is a non-starter in negotiations, but why is this such a problem? Seems like it would prevent rocket attacks and smuggling of illegal weapons through the Gaza/Egypt border.
