Does the water system at the S.S. rustworthy in Disney's California Adventure ever work?

I'm an AP and every time I decide it's hot enough to hit up the S.S. rustworthy and play in the water like a little kid, none of the water effects work. No squirty firemen or surfboards or anything. Do they only work at certain times? I usually go in the early afternoon.
